Yes, in USA you have always go through immigration and customs service on your first stop in the US. That means, you will have to go to immigration first get your visa, then go to baggage claim ang get your bags and then to US Customs. When you are past that point you can re-check in your bags, normally there are check in counters for that right after you get through US Customs ( you will stay inside of the departure area).
